Who decided which order the books of the Bible should be in and are they in the proper order?

Determining the canon was a process conducted first by Jewish rabbis and scholars and later by early Christians. The order of the books was set up primarily to connect books of similar content, so in that sense they are properly ordered.

If, however, by "proper" you're wondering if they are chronological, the answer is no—the books of the Bible are not in any specific chronological sequence.
